Project Manager – Civil / Utility Construction
We’re partnering with a well-established civil and utilities contractor based in Melbourne’s north to recruit an experienced Project Manager with a civil construction background to oversee water and utility infrastructure projects across metropolitan Melbourne.
This is a client-facing Project Manager role with responsibility for managing projects from early scoping and tendering through to delivery, working closely with water authorities, energy providers and external stakeholders.
While this is first and foremost a Project Management position, the business is particularly interested in candidates who also bring hands‑on drafting and design capability. This technical skillset allows greater control over design coordination and reduces reliance on outsourced consultants where possible.
The Opportunity
The role is structured to operate flexibly depending on project requirements:
When projects require design input:
• You will utilise your own drafting and design capability to support project delivery
• Third-party consultants can be engaged for independent certification where required
When projects are delivery-focused:
• You will operate as the Project Manager, overseeing projects end-to-end with full responsibility for outcomes
The position is predominantly office-based in Epping, with oversight of live projects rather than full-time site presence.
Project Portfolio Projects are largely within a 40km radius of the Melbourne CBD and include work for major water and utility clients across:
• Water network infrastructure (CBD, CityLink corridor, South East Melbourne)
• Some power and energy works (including United Energy assets)
• Civil base works and Transformer sub station footings
• Mix of maintenance and project-based work, including groundworks, cladding and roofing
• Infrastructure-style packages managing multiple workstreams (cut & fill, piling, plumbing, electrical interfaces)
Key Responsibilities – Project Management • Scoping and tender evaluation
• Cost estimation and commercial input
• Preparation of proposals and project documentation
• Project execution and coordination of labour, subcontractors, materials and plant
• Client-facing management and stakeholder engagement (water authorities, utilities, consultants)
• Management of third parties and consultants where required
• Accountability for deliverables, quality, programme and outcomes
Background & Experience
• Proven experience as a Project Manager within civil construction, utilities or infrastructure
• Comfortable operating in a client-facing role with multiple stakeholders
• Strong commercial and delivery capability across live projects
• Hands-on drafting and design capability is highly regarded (but not the sole focus of the role)
• Confident working predominantly from an office base while maintaining project oversight
Package • Circa $140k + super
• Vehicle allowance (with option to novated lease)
• Stable, long-term role with consistent work across Melbourne
